The existing Vehicle Identity Check (VIC) scheme is to be scrapped with effect from 26th October 2015. For owners of newly-categorised 'Category C' damaged and repaired vehicles, this means that you will no longer require the vehicle to be examined before you can apply for a new V5 registration document.
Insurers will still have to destroy the original V5 document and the new owner will need to apply to the DVLA for a new V5, but these will be available free of charge from the DVLA.
'Category D' vehicles will not be affected by the changes.
